Pennsylvania Department of Corrections
October 2007
The Pennsylvania Department of Corrections has recently purchased the Reading Horizons computer software for 24 of its state-operated prisons. This most recent adoption of the Reading Horizons curriculum adds Pennsylvania to a growing list of states that have found Reading Horizons to be an optimal solution for inmates who read below a 6th-grade level. The program teaches explicit, systematic phonics and targets the literacy needs of adults without being condescending. Additional statewide adoptions include California, Iowa, Maryland, Missouri, and Oregon.
